Lead Technical Safety Engineer

Main functions:
The Job Position of Lead Technical Safety Engineer covers the following main functions:
  • Is responsible for technical safety tasks in company development project. Provides technical safety engineering expertise including performance analysis, development of procedures, techniques, proper usage of tools/software to identify hazards and barriers, including Safety Critical Elements (SCEs), general Loss prevention deliverables, fire and gas detection and protection, safety equipment layouts and specifications to manage the risks to ALARP. Moreover conducts SSHE studies, supervises specialist contractors, review report, and provides recommendations to projects/ operational sites.
Job duties:
In order to execute the assigned duties Lead Technical Safety Engineer is obliged to:                                                                                                                                           
  • Provide safety engineering advice across the Company to ensure that risks to personnel are reduced to a level that is as low as reasonably practicable (ALARP), thereby ensuring compliance with relevant regulations and company policies.
  • Act as HSE/ TS Technical Authority providing input in design and applying RoK and company standards.
  • Provide input to and attend and close out HAZID, HAZOP and SIL studies; provide specialist expertise to asset/project teams in relation to major accident hazards, QRA, safety critical elements and safety case input.
  • Leading members of the project group in executing engineering hazard management and formal safety assessment tasks in support of field projects, medium / small engineering modifications and consultancy studies.
  • Engage with and support external consultants / contractors to carry out specialist studies, to ensure delivery of quality safety engineering support in all relevant areas;
  • Implement with the principles of Company management issues during Concept, FEED and Detail phases.
  • Provide guidance on process / technical safety design aspects of development projects.
  • Assisting line management and the team on the Company's safety issues.
  • Provide support in relation to technical safety improvements and deployment of new tools and techniques, to ensure good engineering practice is maintained and to promote continuous improvement as demanded by the company’s management systems.
  • Participate in accident / incident investigation, employing appropriate recognized techniques, to ensure root causes are identified and remedial actions implemented;
  • Maintain awareness of and provide advice on relevant new / emerging regulations and support any consultation processes, to ensure Company is well positioned to manage any impact.
  • Coordination, supervision and execution of the HSE engineering documents, but not limited to: HSE philosophies and safety reports; fire and explosion risk analysis; evacuation, escape and rescue analysis; Temporary Refuge survivability analysis; fire protection analysis; fire-fighting P&IDs and firewater demand calculation; support to ESD/PSD Block Diagrams preparation; support QRA/RAM studies; Safety layouts, Major Accident Events (MAEs), Safety Critical Elements (SCEs) and Performance Standard (PS)etc.
  • Use appropriate software and tools for safety analysis, calculation and design aids e.g, PHAST as well as provide support, guidance and troubleshoot to projects/ assets on engineering activities regarding technical safety and safety engineering.
  • Develop safety engineering deliverables, prepare related documents, and produce, organize a process safety database and report.
 
Qualification requirements:
  • Higher professional (technical) education with work experience on specialty in engineering companies at least 5 years;
  • Knowledge of advanced national and foreign experience in the sphere of design, environment, occupational safety.
