JOB DESCRIPTION — HSE MANAGER (ONSITE)

Project: ESI Steel, Area Revamping
Location:  Abu Dhabi, UAE
Client: Danieli 
Start date: ASAP
Duration: Until approx. 15/05/2026 (renewable)
Schedule: 10 hours/day × 6 days/week (max 60h/week)
Rotation: 90/15
Accommodation & transport: Provided 
Meals: Covered via Living allowance (50€/day)


ROLE OVERVIEW

The HSE Manager is responsible for implementing and coordinating the Health, Safety & Environmental Management System for Danieli at the ESI Steel revamping site.
The role supports the Site Manager and Commissioning Manager throughout construction, erection, and commissioning activities, ensuring full compliance with Danieli procedures, client requirements, and UAE safety regulations.


KEY RESPONSIBILITIES

Safety Planning & Compliance

  • Study and apply the Client’s Safety & Coordination Plan and relevant UAE regulations.

  • Prepare and update the Health & Safety Plan and Emergency/Evacuation Plan.

  • Integrate Danieli’s HSE procedures with local and client requirements.

Site Control & Enforcement

  • Ensure availability of PPE and manage PPE distribution for personnel and visitors.

  • Implement personnel and vehicle identification systems to control site access.

  • Conduct daily/periodic HSE inspections, reporting findings and recommending corrective actions.

  • Stop unsafe activities when safety conditions are inadequate.

Training & Awareness

  • Organize site-specific safety inductions and training.

  • Lead Toolbox Talks and record corrective actions.

  • Coordinate emergency drills according to site configuration.

Coordination & Communication

  • Lead periodic HSE coordination meetings with Danieli staff, subcontractors, and Client representatives.

  • Report nonconformities, unsafe behaviours, and hazardous conditions.

  • Manage incident reporting, investigations, root cause analysis, and corrective actions.

Commissioning Safety Activities

  • Implement and manage Permit to Work and Lock Out / Tag Out (LOTO) systems during commissioning.

  • Support any additional safety courses required onsite.


REQUIRED QUALIFICATIONS & EXPERIENCE

  • Education: Engineering degree, Safety Engineering, Technical Diploma, or similar scientific background

  • Experience:

    • Minimum 5 years in HSE roles within metalwork / steel plants (preferred) or oil & gas environments

  • Certifications:

    • NEBOSH, ADNOC, IOSH, RSPP/ASPP, or equivalent international HSE qualification

  • Skills:

    • Strong interpersonal and communication abilities

    • Problem-solving and leadership skills

    • Ability to supervise site activities directly in the work area


MANDATORY REQUIREMENTS (Client)

  • Language: English (minimum A1).

    • Arabic and Italian are an advantage.
